I'm working on a single Solo motor test bed.
I'm using a HFP-30 servo tester - which has been used successfully for this application:

The motor powers up, LEDs go green - but no joy the motor doesn't turn (the tester knob is turned from minimum to full).
The servo tester is producing a 2.8V peak pulse - could that be the problem?
Some literature suggests that the voltage range for this signal is 3.0-3.2V -- a book on drones has a scope reading 3.3V for the signal.
Any comments would be helpful - I'm stuck.
