This is the Athabasca River in Fort McMurray Alberta, it really is quite spectacular. I went to the pool at 9am and the ice was smooth you could still see the snowmobile tracks, I came out at 11 and the river had broken up so I went home to grab the drone and catch it moving. Shortly after this video a jam occurred and the river is currently all jagged but not flowing
