Help go pro 3 Black live pixels?

Not sure if i am over exaggerating but all my solo go pro footage seems extremely noisy, almost like the pixels are moving. It was a foggy day but all my footage as this noisy look to it, sun/night or fog. shot in 2.7k pro tune.

frankly its hard to tell in that YT video given all the moisture in the air.
