Planning trip to Galveston, TX

I am planning a trip to Galveston, TX area for late September. Hover App reports the area we are planning to be in as Restricted Special Use Airspace. Are there special precautions for this type of airspace? Should I make sure to contact the local airport and report my flight plans?
