Is a cellular connection required with iPad mini

Hi,
I am using my iphone 7 plus at the moment but would like to use an iPad mini. My mini is wifi only so I was considering selling it and getting a cellular.

I know I need to get the cellular version to get the gps as well but my question is, do I have to have to pay for cellular data to make it work. I assumed I wouldn't need to have a cellular contract or prepaid sim and that it was only the gps required.

I based this assumption on the fact that navigation apps only need the gps and that cellular isn't required.

What do you think, am I correct?

Generally speaking you don't need a cellular subscription on you your tablet to make things work. I just Bluetooth a hotspot from my iPhone to my Android (WiFi only) tablet.
What I don't know is if the iPad Mini WiFi only has GPS capability.
