The film is "Downfall". It's a German made movie filmed mainly in Europe and Russia and had an Oscars nomination in 2004/5.

It has been used as a basis for parodies like this for years. Search on YouTube for Downfall parodies. There are some absolute crackers out there!

Luckily for me I'm in the UK. No registration, yet!
