When I select (HDR photo) from the shots menu, do I need the GoPro to be set to still or can it be in video?

I would try switching to photo mode first, but it should work from ether?
HDR is of a image Taken 3X of same scene, each at different shutter speeds. The result is a bright, medium, and dark photo. Combined in a Photo editor, it becomes HDR Photo.

Like what kind of photo editor? What process is that called?
I know ages ago I had been using Photoimpact (no longer made) but it allowed you to specifically import 3 images to be combined into a HDR photo. You may want to check out "GIMP" photo editor, see if it allows you to do the same thing. It's free and it should have the option.

LuminanceHDR is my recommendation for a good FOSS/multi-platform HDR tool. A bit clunky, but works well.

The process is called HDR Merge, and/or tonemapping.

I like using Affinity Photo for my HDR Merge, because they also have the concept of Live Stacks which allow me to do exposure blending (which is different).

Seconded, Serif's Affinity Photo.

They have a really good forum and tutorials too, and a beautiful hard back guide.
