They can't upgrade their way out of a wet paper bag. This NexGen upgrade has been going on so long, it is probably 3 generations behind the current technology anyway.,

1. The federal government is incompetent.
2. There are many government contractors cashing in on this gravy train- no point in actually fixing anything. That is why the democrats in congress want the FAA in charge- privatization would dry up the taxpayer funding.
