Stop stalking/trolling and reduce administrative costs
Ordinary blocking is counterproductive. Trolls could not care less whether you can see their posts. Their objective is to disrupt your conversations. They can do that by talking behind your back more easily if you cannot see their posts.
Mutual blocking will provide civilized discussion on the Internet. You cannot see their posts and they cannot see your posts. A troll will think twice if he knows he can be excluded from conversations. Why not let users decide for themselves who they converse with? Free your moderators.
The most effective way to implement mutual blocking is to automatically mutually block on the other side as well. Then, either user can request an unblock that would show up next to the ID (in a list of blocked IDs). Maybe with a setting option "Automatically request an unblock whenever somebody blocks me" (not recommended because it allows sniping).
