Paradise Valley becomes first town in Arizona to regulate drones

Yesterday the town of Paradise Valley, AZ enacted an ordinance banning drones except:

When flown on private property you own. You cannot fly over your neighbors house and filming of anyone else's property is banned. This also means no flying over public property.

You can fly commercially if you register your drone with the town. In order to do that, it must have an FAA registration number. (You must have a 333 exemption to get this).
The town attorney said he "heard" it was easy to get a registration number.
Though not publicly mentioned, after you send in your registration, you will get a bill and must pay a fee first. (Amount unknown)

For those who don't know, Paradise Valley is populated only by rich people such as sports celebrities, movie stars, etc. $5 million will only buy you a tiny shack.
