Surely no one makes smart discharge for its batteries?
how do you fly? do batteries have memory, and it is sometimes necessary to reset, reset
 
"The batteries DO need to be periodically discharged down to 5-10% to recalibrate the gauges of the BMS. When people only charge from 20% or higher and never totally drain the battery, it starts to mess up the gauges of the smart battery and it will report incorrect levels. Discharging it lets it know the actual "floor" again. Like it might think it's a 4800 mAh battery instead of 5200."

I do. That is my photo you posted.
Works great! I've modified three of my stock battery chargers with XT60 connectors so I could use the stock chargers or my Hitec charger. The stock charger puts out 3.3 or 3.5 amps, but the Hitec will charge at 5.2 amps (80 watts).
I don't normally use my chargers to discharge my batteries, but it will work (just slow).

Made to discharge the battery?
 
The Hitec charger (really any 4- button charger) has a discharge mode. If voltage is above the set battery storage voltage and you go into 'Storage Charge' it will actually discharge (at like 1+A) down to set voltage. Too slow for me, I'd rather go hover in the front yard for 8 min to lower battery to 50%.

My SkyRC imax B6 will not discharge at anything more than .3 amps and I have the charger set for 2 amps. Is this the "smarts" in the solo battery controlling how fast I can discharge it?
 
I don't think the Smart Battery would reduce discharge voltage. For all it knows it is installed on a Solo and flying.
Your charger might be limited to a certain number of watts during discharge to limit heat buildup.
I considered making a simple device (light bulb) that would pull a few amps to help discharge a battery on the bench, but I'd just rather take a spare Solo out in the front yard and hover for a few min to run down the battery to 50% or so.

The odd thing is the SkyRC imax B6 has the option of up to a 2 amp discharge current and it always shows .3 amps when running no matter what I actually set it to. I wonder what the amp draw is on the battery in on average when it is flying?

Others seems to say that since it is a smart battery it will (or accidentally winds up) draining itself. For some reason those same people also say they have to charge it periodically to keep it at at-least 50%.

Unfortunately I am temporarily in between house (sold one and looking for the next) and so I am in an apartment where I not comfortable flying it.

Solo uses about 18+ amps in a hover during flight (the 3DR app will show you this.
Solo's smart battery will self discharge slowly to about 50% charge which is the best charge state to store the battery. I don't like waiting the 2 weeks or so for that to happen. Storing the battery either empty or full will shorten its life (storing empty is worse for any LiPo battery).
