I'd like to know how they are going to force current owners to register? How will they identify them?

Irresponsible owners just won't register. If they crash, they might lose their drone at most.

And when did the federal government acquire the ability to do anything "simply"?

There is a 5 page federal regulation that establishes what font will be used on federal forms- crazy..
