Geez. I think the last 2 pages would have sufficed for most of us. In typical government fashion, they make it hard to pick out what they really want us to know, and how it will work. I am no brainiac, and almost had to wake myself up part way through it. I think I got the gist of it, but sure could have done without the legalese and math equations. I don't mean to offend those of you who like that type of thing. I just think that most of us would more appreciate keeping it simple. Remember, guys, these are just my opinions....
