Looks like touching the video feed window within Tower causes gimbal operations to STOP via the solo controller. I rebooted Solo and controller, connected to wifi, tested gimbals were ok. Then launched tower and connected. Saw video feed. Gimbal still ok. Touched the video screen to make it bigger and gimbal stopped working. Apparently when you select the video screen you are able to control the gimbal by sliding up and down with your finger in the screen to control the gimbal. I didn't realize this was an implemented feature. Android lead at 3DR says a fix will be in an upcoming 3DR services update which will give control back to the controller once you exit that window.
