I had never heard of that monument either, but a simple Google search last night revealed its location and history. It was supposed to be much grander, but funding (and seemingly interest) ran out.

Today, it's a favorite place for graffiti. There is just no accounting for some people messing things up. Kinda like the tranquility of it all and then that fighter jet streaking through with other ideas!
