The guidance in the UK CAA DroneCode is now being enshrined in law.

UK drone users face safety tests or fines

The additions seem to be the registration of ownership of aircraft over 250g and greater clarity on operations near airports. Mandatory online training will also be required.

The other requirement are already in the 'best practice' of the DroneCode guidance.

Nothing wrong with having drone laws, however they should be clear cut drone laws driven by experienced groups and not put in place by people suffering from drone hysteria. There's a lot of problems with that article, including quoting reports of unconfirmed drone encounters as "fact".
