The ACT starts out a bit scary but has been amended in several places. As amended there really doesn't seem to be any restrictions levied against where a sUAS can legally operate. My take is that what is being specifically focused on is defining "critical sites" i.e.: natural gas operations (PA is a major player in both the Marcellus and Utica plays) and adds teeth to local enforcement which has been largely left out of FAA guidelines. As a PIC in training I am satisfied with the ACT and grateful it isn't more foreboding, especially considering how unrealistic we know legislators can be. Just sayin.
