Does anyone know of a credible place I could find all faa laws and guidelines in plain English?

If you are asking about Part 107, Ruprecht Law does a pretty good job via the blog and some of the articles. But FAA sections of the CFR are notoriously open to interpretation, so grains of salt all the way around.

I am not sure if that is it. I am looking for the laws that govern me as a hobbyist user of a drone.

I'd consult the AMA. They have a whole bunch of people who watch and catalog the laws around their/your hobby.
