Is the 400ft altitude restriction user changeable?

I ask this as I'm not from the US and would like more altitude flexibility when flying over islands overseas, etc.

I remember reading that both the altitude limit and the return to home feature can be disabled, though 3dr does not recommend this.

They said its user programmable 0-400 or could be set to unlimited.
