That is why I am going to seek an exemption
We have a local club here that has SAR exercises on a ranch outside of Dallas

There is a lot of "old guard" in those S&R teams and definitely in the Municipality Emergency departments. Until the "drone" option gets written into the Incident Command guidelines it is going to be hard to get in.
