Exactly. Only the FAA has jurisdiction for airspace, so the NPS can only regulate your activities on the ground.

From Rules & Regulations - Rocky Mountain National Park (U.S. National Park Service): Drones Unmanned aircraft are prohibited from launching, landing or being operated from inside the Park. I believe this regulation is enforced within all NPS jurisdictions.
